Somalia is highly vulnerable to the adverse effects of climate change in the shape of droughts, floods, and cyclones. The interlinkages between climate, poverty, conflicts and severe food insecurity are catastrophic for the 13 million Somali population.

Key objectives

  • Establish institutional setup of Somalia National Meteorological Agency (SNMA).
  • Restore minimal operations of SNMA by providing essential information and communication technology (ITC) support.
  • Build the core technical team of SNMA with operational forecasting and alerting skills based on national training needs assessments.
  • Partnership building and resources mobilization by conducting financial needs assessment of SNMA and a donor and technical roundtable.

Strengthening the newly established Somalia National Meteorological Agency’s operational and institutional capacity

Somali population is highly dependent on agriculture (primarily livestock) for their living. The risk of drought and floods is threatening their livelihood—making them vulnerable to the impacts of those incurring hazards. Somalia National Meteorological Agency (SNMA) was recently established to address climate change and enhance preparedness for natural disasters. This ASW intervention comes at a critical time to support SNMA in enhancing its operational and institutional capacity and functionalizing early warning systems as well as to support SNMA in improving access to other international climate finance to ensure sustainability.
