Sierra Leone is one of the most vulnerable countries to climate change. With a topography characterized by mountains, steep slopes, and low-lying coasts coupled with high annual rainfall, the country is highly exposed to natural hazards, such as floods, windstorms, landslides, and coastal erosion.

Key goals

Progress to date   

The Flood Forecasting Task Force was created to sustain operational capacity of agencies built under the assignment. The taskforce conducts information ecosystem mapping to improve EW services and make recommendations for improving warning effectiveness. On-the-job training is provided to Sierra Leone Meteorological Agency (SLMet) and National Water Resources Management Agency (NWRMA) staff. A long-term training program covers core meteorology and hydrology for existing and newly recruited staff. Evidence shows the delivery of the Flood Guidance messaging service, which is impact-based and has reasonable accuracy. The team is exploring how to refine the system using better data and modeling to achieve a level of accuracy that can be communicated with key stakeholders.

Highlighting the alignment between the requested Action and existing/ongoing projects

The West African Bank (WB IDA) has financed three projects to strengthen disaster preparedness and response (EWS) in Sierra Leone. The Freetown Emergency Recovery Project (FERP) aims to rehabilitate critical infrastructure and strengthen government capacity for disaster risk management. The Resilient Urban Sierra Leone Project (RUSLP) focuses on improving integrated urban management and disaster management in Freetown and select cities. The West Africa Food System Resilience Programme for Sierra Leone Project (FSRP) aims to strengthen the food system’s resilience to shocks in WA. The CREWS Sierra Leone team provides technical assistance for consistency and complementarity.
