One of the main functions of the Accelerated Support Window (ASW) action is to ensure continued assistance following the end of the CREWS Chad multi-year project. This support will help enhance project sustainability and pave the way for large-scale investments in early warning systems.

Key goals

  • Continuation of the scanning of historical data and digitization for inclusion in the Chad’s National Meteorological Agency (ANAM) and Water Resources Directorate (DRE) Database to facilitate the provision of climate services.
  • Validation of the ANAM Strategic plan and work-plan and development of DRE Strategic Plan and work-plan.
  • Develop operational standard operating procedure (SOP) as well as SOP for exchange with key disaster risk reduction partners agencies
  • Prepare/validate floor plan for the Hydro-meteorological operational room and equipment requirement (funded by Project Pilier) to facilitate rapid implementation
  • Develop an application for the users based on the existing meteotchad.org
  • Develop a training plan based on WMO principles of competencies management
  • Complete a full evaluation of benefits of the CREWS Project
  • Establish Mentorat programme with the University of Chad

Key results

The ASW action note was approved by the Steering Committee on 19 March 2026.

Spotlight

Maintaining momentum and essential functions between projects

The CREWS Chad multi-year project has created essential building blocks of a multi-hazard early warning system across meteorology, hydrology, food security, agriculture and civil protection. As the project comes to an end, a transition period remains before the next investment mobilizes. This ASW action helps Chad maintain critical capacities and avoid backsliding during that transition period. It also supports the finalization of last-mile standard operating procedures, data governance and inter-agency workflows, helping ensure that future investments are built on a stable, operational base rather than partially implemented processes. In this way, the ASW action connects between projects and helps reduce risks to the larger EW4All investment.
