Sustaining momentum between CREWS investments
CREWS Multi-Year Phase 1 project strengthened technical capacity and governance instruments. However, systems remain fragmented and early warnings do not consistently trigger early action at community level. The proposed Phase 2 aims to scale pilot initiatives into a national multi-hazard early warning system, expand coverage from two districts to at least ten districts, and institutionalize early warning services across all administrative levels. Preparation funding is necessary because the scale and institutional nature of Phase 2 require broad national consultations, technical assessments, and coordination across multiple ministries and development partners. This ASW action will help sustain momentum between Phase 1 and Phase 2, ensuring the country’s ownership, sufficient integration with national financing systems, and continued project implementation.
