One key gap identified through the national consultation was the lack on inclusive and accessible early warning messages. The Pacific Disability Forum (PDF) and the Disabled People’s Association of Solomon Islands (PWDSI) further highlighted the barriers persons with disabilities face during extreme events like tropical cyclones and floods. These include difficulties in accessing warning information in appropriate formats, understanding and acting on the messages, and reaching evacuation centers, medical care, and assistive devices.

Making early warnings more inclusive and actionable in Solomon Islands

In 2023, the Government of Solomon Islands has ratified the Convention on the Rights of Persons with Disabilities, and both gender and disability considerations are now integrated into national disaster management plans and strategies. However, translating these commitments into effective field-level implementation remains a challenge. This initiative aims to enhance existing early warning services and products to ensure they are accessible, actionable, and useful for persons with disabilities, women, children, and the elderly. It builds on the foundation of impact-based forecasting and complements ongoing and planned initiatives. Through disability-inclusive flag-based warning systems and community training, the ASW action will help turn national commitments on inclusion into practical local action, while complementing broader support from other early warning initiatives.
