EW4All Roadmap Validation Workshop 

The Government of The Gambia, together with over 80 national and international stakeholders, convened a validation workshop on 21 October 2025 to validate and endorse the country’s Early Warnings for All (EW4All) Roadmap — a national plan designed to ensure that every person in the country is protected by multi-hazard early warning systems by 2027. This national EW4All Roadmap has been developed through consultations across sectors and partners, setting out a common vision, priorities, and targeted actions. 

With the official endorsement of this national roadmap, The Gambia has shown strong political commitment to the EW4All initiative.  

The Gambia EW4All Roadmap 

The Roadmap sets out coordinated actions to strengthen resilience to floods, storms, droughts, and other climate-related hazards, combining modern technology, community engagement, and strong institutional leadership. Key highlights include: 

  • Building Risk Knowledge – Developing and operationalizing a national disaster risk information management system, conducting comprehensive hazard and vulnerability mapping, and integrating indigenous knowledge. 
  • Technology and Innovation – Expanding weather and hydrological observation networks, introducing impact-based forecasts for timely and actionable warnings, and using digital technologies and the common alert protocol for multi-channel warning communication. 
  • Inclusive Communication – Establishing mobile-based warning dissemination and ensuring warnings reach vulnerable groups, including persons with disabilities, women, and rural communities. 
  • Community Preparedness – Training local disaster response teams, enhancing emergency operations centres, and scaling up locally led climate adaptation and anticipatory action plans. 
  • Strong Coordination and Governance – Guided by the National Disaster Management Agency (NDMA), Department of Water Resources (DWR), Ministry of Communications and Digital Economy (MoCDE), and Gambia Red Cross Society (GRCS) through a dedicated national EW4All Coordination Committee. 

National Consultation on EW4All: Kick-off for GCF-CREWS Scaling Up Project Proposal Development 

Building on The Gambia’s strong political commitment and existing project funded by the Climate Risk and Early Warning Systems (CREWS) initiative, the Ministry of Finance and Economic Affairs (MoFEA) has requested the UN Environment Programme (UNEP) to develop a comprehensive proposal for the GCF-SAP CREWS Scaling Up Framework for Early Warning, building on the CREWS West Africa Project implemented by WMO and partners across the ECOWAS and PRESASS region and CREWS ASW Gambia implemented by the World Bank

A national consultation process was launched to develop the project proposal. This consultation served as a critical step in defining priorities, needs, and gaps, ensuring that the proposal is country-driven, relevant, and impactful. This project will be developed in collaboration with national, regional, and international partners, including the National Disaster Management Agency (NDMA), the Department of Water Resources (DWR), the Ministry of Communications and Digital Economy (MoCDE), The Gambia Red Cross Society (GRCS), MoFEA, CREWS, and the World Meteorological Organization (WMO). 

As a result, the consultation concluded with an agreement on key activities and deliverables to be included in the proposal, and key local actors and stakeholders to be part of the project implementation.
