Cellphone-based alert systems, such as Cell Broadcast, have become essential for disseminating early warnings. In fact, Cell Broadcast has played a pivotal role in early warning systems in many developed countries for over two decades. Hence, the aim is to enable real-time dissemination of public safety messages to mobile users by using a Cell Broadcast system across the five Eastern Caribbean countries, including Commonwealth of Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, and St. Vincent and Grenadines.

An advancement toward a more effective early warnings system in the selected Caribbean countries
A key component of the early warning system is the improved dissemination and communication of actionable warnings. Through the widespread and increased availability and use of smartphones and mobile devices in the Caribbean region, Cell Broadcast has become a new opportunity for delivering emergency alerts. The objective of the requested Action is to design and validate a multi-stakeholder Emergency Alert System using Cell Broadcast technology with the relevant authorities from the five Caribbean countries. The envisaged Regional Emergency Alert System (ERAS) will enable national alerting authorities to reach the public before and during emergencies with timely, consistent, authoritative, and targeted end-to-end advisories and warnings that prompt appropriate action by all. The warning messages will be aligned with the Common Alerting Protocol (CAP) standards format.
